In-Camera, make sure the scene is well-lite, and turn up the exposure, but not the gain. Play with the contrast a touch.
Post, Dunno. Perhaps a bit of contrast adjust or color-correction, but going in frame-by-frame probably wouldn't help unless you can make the adjustments look exactly the same in each frame.
