Does anyone know of an application that can play back something (Ex: a movie clip) at a certain FPS. I've needed this for a while now. It also needs to be free.

Well, I don't believe I could use that. I should probably be more specific. I need a program that allows me to take each frame of a video and save them as image files, OR have something that allows me to see each frame individualy.
Hey co0lwill, what you need is VirtualDub. It does everything you want (and a lot more). And yes, it does do everything you have mentioned, I just checked. So if you can't find out how to do something, first, it's you, not the program. Second, come here and I'll be glad to help you out.
