Well there's Sibelius which has brilliant orchestral sounds and if you can read music, easy to use. But its super expensive... 
Oh and I don't think the cheaper Sibelius First version has the orchestral sounds. Although you can get the full version slightly cheaper if you are a student or even a secondary school student.
Also there is MuseScore which is okay and FREE! It is abit like a cheap knock off (that's open source) of Sibelius. But it is definitely not as good as Sibelius usability and sound wise. But then its free so you might as well give it a go (again like Sibelius, only if you can read music)
Finally you could check out Mixcraft, it is basically Garage band except for Windows and its relatively cheap at $75 dollars. Like Garageband you can create your music by selecting notes, using a keyboard or a large library of loops.
