Just Kidden might be the only one who'll get this, but it's a fairly easy frame to recognize if you've seen the film.

Looks like a British taxi behind the man on the bicycle... the man bares a resemblance to Jim Henson... The first seasons of the Muppets were filmed in Britain which would explain the taxi and Just Kidden loves the Muppets...
My best guess is it's either a documentary on the Muppets or Jim Henson had a cameo in a film.. (or I am wrong and it's not Jim Henson at all)
