My contest got moved back to the Genral fourm. Why was it moved?
It shouldn't have been moved to the Contests forum in the first place. The Contests forum is reserved for contests that have been vetted somewhat to make sure they appear to be well-organized and have set rules, etc. I don't mean any offense, but it's clear that your contest didn't involve that much planning. We try to keep the contests forum to a little higher standard.
Can it still be a contest?
Sure, you can still run it. Just don't count on getting many/any entrants.
Not sure what you mean, but yeah I'm not going to do anything to prevent people from running their own contests on these forums. If you want to keep it going in General Filmmaking and there are willing entrants, that's fine by me. The point was just that we try to keep the Contests forum a little more carefully moderated.
