Given that they're distributing copyrighted sound effects (such as lightsaber sounds from the movies), I doubt he has a license. But then again, those lightsaber sound FX have been distributed everywhere without challenge so what do I know.
Still, given the distribution of copyrighted material, I find the site questionable.

how do i download the sounds
The lightsaber sounds I do not believe are from the movies, I think they came with FXHome and are royalty free. Zach King deals with copywrite stuff all of the time as a YT partner, and I do not think he would try to distribute copywrited sounds.
To download you put your email into the box near the bottom of the page, and it will automatically send you the download link.
I added this to the resources page, however it appears that they aren't approving new stuff that has been added.
Did you even listen to the lightsaber sound effect? I know a lightsaber sound from the movies when I hear one, especially if when you hear Darth Vader's breathing in the background or the choir music of Duel of the Fates. It's pretty much the same saber sound package from theforce.net.
