I think in the evening is best... Now In winter we have dark after 4pm.

Any time, but I do a good bit during the winter when I am stuck inside.

I think it's autumn, as the weather usually is so bad you can't go outside. At least where I live. Summer is good too, because of summer vacation.

You need to use lamps and stop all natural light from coming in your room/studio.
