Not for making straight out, but you could try Seashore - the Mac equivalent of GIMP.

I have seashore ? thats like an MS paint only not as good (note that my mac is really old and the seashore version is 1.9
Use Bafran. It's a really good masking program!
Although I don't know that if it's available for Mac.
