What is good for it, free or not free. I think nonfree is better.
Free is much better if it works. 
You can make one in LSMaker if you're really good with it. Wax PROBABLY has that effect somewhere. If not, I'm pretty sure Effects Lab Pro has it. 
It can be done in After Effects and Motion, but they're not free. The former has a trial however.
