How can you make cool font effects?
Effects? What do you mean by font effects? If you meant fonts themselves, http://www.dafont.com is a good site to go.

I mean like animations for your titles. I currently use Windows Movie Maker. it gets a little boring after a wile

I'm actually taking a class on the subject right now.
It's not that difficult, you just need After Effects.
Now I know that might be a little bit of a turn-down for some of you, but the hardest part about it is acquiring the moneys to purchase it. After that, learning it is (fairly) simple.
I have Sony Vegas Pro 9, and I can make some wonderful effects with it... I recommend it. 
I use Livetype which came with Final Cut Express. Much cheaper than after effects, and the built in ones are pretty nice.
