I don't just want to be discouraging here, but I wanna respect you by at least responding to these suggestions:
1) Inactive users do not create any discernible problem for the site. We have been unsuccessful in keeping spambots from registering so we do get a lot of inactive accounts, but storage space, etc. isn't a problem here.
2) Emailing members of a forum on a regular basis like that is generally frowned upon. It tends to come off as spammy, and many people here registered for the purpose of posting one thing one time, or have since lost interest in the site. That doesn't mean their old discussions and contributions to the site aren't worth keeping anymore, and sometimes these people do eventually return.
3) We redesigned the layout of the entire site a few weeks ago, though it was mostly a formatting change and not particularly dramatic. Unless there's something really wrong with the design I'd rather not mess with it too much; there are parts of the site such as the film directory that aren't fully completed so I'd rather focus on finishing the website than changing its aesthetics.
4) I haven't really bothered to, uh, clean out staff that isn't very active anymore, but we already frequently add new staff members as needed to fill needs. For instance, OneManFilms joined the programming team recently, and Lechnology joined the review panel.
5) The discussions and content of the forum are one of the site's most valuable attributes aside from the community itself. Erasing all the forum content would be very destructive.
