These are my ideas on how to improve this site:
Do a users elimination(accounts that havent been used for a year or longer will be deleted)
Send a reminder email for those who have not been active for a month
Do a complete revamp of the design of the site
Refresh staff
Make a clean sweep(All posts will be deleted)

I... I don't really understand how any of those things would improve this site... Maybe a site redesign, but the site's current design is already perfectly fine.
I don't just want to be discouraging here, but I wanna respect you by at least responding to these suggestions:
1) Inactive users do not create any discernible problem for the site. We have been unsuccessful in keeping spambots from registering so we do get a lot of inactive accounts, but storage space, etc. isn't a problem here.
2) Emailing members of a forum on a regular basis like that is generally frowned upon. It tends to come off as spammy, and many people here registered for the purpose of posting one thing one time, or have since lost interest in the site. That doesn't mean their old discussions and contributions to the site aren't worth keeping anymore, and sometimes these people do eventually return.
3) We redesigned the layout of the entire site a few weeks ago, though it was mostly a formatting change and not particularly dramatic. Unless there's something really wrong with the design I'd rather not mess with it too much; there are parts of the site such as the film directory that aren't fully completed so I'd rather focus on finishing the website than changing its aesthetics.
4) I haven't really bothered to, uh, clean out staff that isn't very active anymore, but we already frequently add new staff members as needed to fill needs. For instance, OneManFilms joined the programming team recently, and Lechnology joined the review panel.
5) The discussions and content of the forum are one of the site's most valuable attributes aside from the community itself. Erasing all the forum content would be very destructive.
So basically, start the site from scratch? I fail to see how that would help. What's the reasoning behind your suggestions?
There are many longtime members that simply haven't had the time to visit the site (Sparks Flying, Numbuh23, LegosJedi, etc.), so deleting their accounts and them having to create new ones would be annoying. It would also allow impostures to claim their name.
To echo everyone else, I'm confused as to where your viewpoint-that-would-inspire-you-to-suggest-these-changes is.
In my opinion, only the first point is something the staff should consider thinking about. I don't mean it as radically as the OP, though. Who we could delete are users are people who haven't logged in since 1-2 years or who haven't even posted a single letter yet and are at the same time registered for more than 3 months or something.
I'm talking about the OBVIOUSLY inactive here - not those who are taking a break from BIM but where active at one point and will be again sometime, but the spammies or the ones who create an account but never ever use it and eventually forget their password and their nickname.
In this field we could use some clean-up, I believe. But of course, it's still a rather insignificant issue of pure formality.
Hmmmm... I dunno if I really want to do this because, well, basically everything Smeagol and mcoov said. And we are doing this why? To improve the site. I just think a lot of site members will get PO'd at this more then the loss of the community forum.
