use iMovie HD 6, which works if you want the fog to go over the entire screen, like this. If you don't have a mac I could do it for you if you want

Yes, the software lets you put a fog layer over any video or picture clip. Rain is optional. I'm not sure if I could pre-key it, because the only way I can think of is putting the fog over a green (or blue, etc.) background and then green-screening it, but that may not work... I could just put your raw footage through this to add the filter and then email it to you?
Sure! You could put the effects on a green background so I can key them out myself! Could you give me some smoke, rain and mist/fog footage? Ok? Thanks for your help!;)

Well I'm not sure if that would work but I would be willing to try it and send you the stock footage... about how long do you need it to be? and also you can set controls such as speed, direction, and stuff so what would you like those to be?...
