How can I make a raining effect, I want it to look really good, like in Smeagol's Unrenewable.

Well, Smeagol used real water. After every frame he would give the set a spritz.

A good program for making rain effects is Sqirlz Water Reflections.

After effects has a rain plug-in.
If you want to see the result, here is a test I did for Mason a while ago.
Make sure to watch in 720p.

I know the splashes didn't work out.

The rain in this video looks pretty good.
Also, iMovie HD has a good rain effect. (looks like this)

Sqirlz handles both rain and puddles quite nicely, and the interface is easy to use.
