I was wondering, has anyone thought about making another Amateurs In Motion? Of course it wouldn't be held now because of all the contests going on now. I would just love to see this contest held again.

I'd considered it, though not very seriously (yet). And not for a while, though. After the TOY deadline at the earliest.
I'd be happy to enter AiM2 if there was one.

As bluntly and beautifully as Jargon put it, I don't think this contest "encouraged mediocrity by punishing excellence." I think it encouraged normally mediocre directors to strive for excellence because it wasn't a foregone conclusion that they wouldn't finish higher than 10th or so. I somewhat like this contest, though I realize there's no way for it to be exactly what the target demographic thinks it is.
It's worth noting that I can't remember a single film from the contest, or even remember who entered. So if the point of the contest was to inspire a previously middle-of-the-road director to produce a great film, it failed. That said, it was popular with the entrants, so I think it's at least worth considering a revival... just not until August at the earliest.
