Hello guys I'm so confused because I have windows movie maker (which is great) but I would really like something that you're actually able to change the fps rate so does anyone have any suggestions for programs under 50$?
monkeyjam or helium frog are free
MonkeyJam is free and easy to use.You can change the FPS rate to whatever you want 
Well if you want to waste your money, you should get Stop Motionmkaer HDMI but its a little over $50. 
and once you compare movie maker with some better programs, you will find that it is not great

Older versions of Adobe products can be purchaced on Ebay for well under $50.
I got After Effects for $25, and a Premier/ Photoshop bundle for around $30.
Is Sony Vegas any good? I've got MonkeyJam and I think it's brilliant, but I use WMM for editing, and it seems pretty rubbish. It works okay, but the files it spews out are hundreds of GBs big. So, is Sony Movie Studio HD worth the £20?
It is definitely worth it. It is the best program in that price range. Get the 30 day trial to see if it will work for you though.
MonkeyJam is good but I don't understsnd a few things because I'm used to WMM.
That's because they're not even close to the same thing. MonkeyJam is a frame-capture software, or at least that's what it's mainly used for, whereas WMM is an editing software. No matter though, MonkeyJam is extremely easy to learn about, and if you can't work it out Google it for some tutorials.
I downloaded one of the versions of VirtualDub, and it is amazing! I'm sticking with that FOR SURE! It's free and it rocks! I mean, Why not?

What is VirtualDub? I was going to download it for video compression, but I decided I'd buy Sony Vegas instead, which can edit and compress. But can VD edit also?
it's more for editing a single clip. you can add effects to it and stuff, but there's not a time-line like in sony vegas.
