I recently got a windows 7 PC for my room. The quickcam software worked...sort of...You see, I can't get the settings right. I know it was hard, but on windows 7 its crazy! Am I doing something wrong?

I had the exact same problem. turn anti flicker OFF. try to get the gain and the brightness relatively close. other than that youll just have to mess with it until it looks good. thats what i did

What are you, selectively reading? The guy answered your question, even gave you a screenshot of the suggested settings. What more do you want? Don't be afraid to mess around with the settings.

I don't have white balance on mine 
Put all settings on auto, let them settle, then turn auto off.
Also, if you EVER turned "RightLight" on, you have to re-install your camera.

That's not true, I've turned mine on a few times.
But if you turn it off, it still stays on, and makes your image flicker.
Once you turn Right Light off, you also have to go into the advanced settings to switch off the auto for the exposure and gain. And to fix your white balance problem, keep a piece of plain white paper around, and hold it in front of the camera for a good three seconds to have the camera automatically adjust for the whiteness.
