Hey guys it's me again
Just to get it started I want ANY software under the price of 200 ish
It needs to work with Windows
It has to be good not just a rip-off
Please No Arguements
Cheaper The better
I dont see a point in buying a frame capture software when you can use somthing free, like Monkey Jam, but if you want to waste your money you should get Dragon Stop Motion, download the trial first to see if you like it or not before buying it.

Stopmotion Pro is having a huge sale on their prices. Get Action HD for 180$, its an equivalent of Dragon and will by far meet your needs.

What about action?
Cheap? Monkey jam. Although it lacks some of the neat features of other softwares, it is simple, easy to use and quite enjoyable to work with. Plus, it is free, can't beat that price!
I really DON'T like monkeyjam, it is not really that simple and I have some problems with it 
HeliumFrog is your best choice in my opinion.
This is my analisis on everything:
monkeyjam: edit frames, simple, but lacks onionskin, and widescreen photos, free...................................................
dragonstopmotion: edit frames(?), onionskin, widescreen, simple, but is expensive................................................... 
stopmotionpro: onionskin, simple, widescreen, but lacks frame editing and is expensive............................................
heliumfrog: widescreen, onionskinning, but is not as simple (in my point of view at least) and cannot edit frames........ 
Im going to be honest but i think dragonstopmotion would be best.

While I agree with the fact that Helium Frog isn't the simplest program on earth, I must disagree with your conclusion that you can't edit frames with it. You can, but there's a more complex route to take in order to do so. I've written this before in other threads, but I guess I can quote myself so that you don't have to do any work.
Fill a folder with all of the jpeg frames in sequential order, and only the frames you want to render. Go into utilities>jpeg to motion jpeg. When prompted, navigate to the folder of JPEGs you wish to render. Make sure to double-click on the final folder, so that the icon is of an open folder. Press "GO" and HeliumFrog will render it out. The video will not end up in the playback window, but the animation file will be saved to folder from which you got your frames.
