Dose anyone know a program that can make a good light effect 
? That is free (I dont have the money at this time). Wax 2.0 has one but its really bad, its more of a spot light.
You mean lightsaber effect?

yeah, I don't really know what you mean by "light effect" do you mean something like adding another lamp to your scene in post production, or brightening up your footage, or a lightsaber like Solid Beast said, or something else?
You mean like a lamp glow?
I think he needs to make a spotlight in post-production.
What i want is somthing like Brickyman said
