I'm not sure I know what you want... I did this in a film (here) and I just GIMPed it. Depending on your level of editing sophistication, you might be able to do the mouth movements as well. I can give you specifics if that's what you want.
And for the link, don't search "Ima Firin Mah Lazor" (although that should get you some hits) instead search "Shoop Da Whoop" as this meme is more commonly called.
