Use the one with intact printing.
Hmmm. The one in his hand looks more like Tim, but the one that is on the minifig is in better condition. A tough choice. However, we'd use the better quality one, since it wouldn't look too good to see Tim's face wearing off... 
The one in his hand is in poor condition, but I think it looks better then the one he's wearing. Hm...
He is better in the one in his hand but as people are saying it is in a poor condition so I prefer the one he is wearing.
Scratched up heads usually have a more human look to them, and I like the original head better. 
Use the one in his hand.

The new one looks better. It looks clean, polished, and doesn't imply that you're sloppy
Use the one in his hand, then maybe for the next episode, buy a copy of it off brickink or something.
If you change his face, it won't be Tim.

Use the one in his hand.
His old one is a different head to his new one, trust me.
The new one has a thicker mouth, even before the old one was scratched. I believe the thin mouth belongs to Bruce Wayne.
