I've never seen this. Try restarting. What happens if you click OK?
ctrl alt delete and see if anything is running in the background.
start task manager. Then end any task other than audacity. You use vista?
reinstall.
As much as I'd hate to deter you from switching OSes due to your lack of a basic understanding regarding Windows, try this:
Press 'CTRL ALT DELETE'
This will bring up a splash screen. Select 'Task Manager'
Scroll through the list of processes until you find one named Audacity.exe
End that process and then start the program.
If that does not fix things, simply reinstall Audacity.
