I don't know if that's it's proper name, but I would like to know which programs have that capability, other than sony vegas.
Also, do you use it yourself or not?
Motion blur? Yes you should use it, properly though. After Effects can do it wonderfully, though that costs $$$. Other than that, I don't know.

No, I when the video editing program add an extra fram in between each frame, I know Keshen8 uses that technique
Basicly, when rendering your video you will have to choose the video format. Next to each of the video formats it will say a FPS, if your using 15fps you should choose a video format in 24fps or 30fps.

If you're talking about making the extra frames in post production (hence where the thread is put), then you're talking about interpolation. A program like After Effects automatically interpolates your keyframes, so if you have one picture at one frame and keyframe it, then two pictures later you keyframe your second picture, it goes twice as slow as the regular animation. Of course, this completely wrecks the whole ease in/ease out thing. The only thing is, After Effects is the only program I know that does this.
