If you mean demo "loops" then no, that isn't allowed. The difference would be if you were to make your own loops using samples that weren't copyrighted, or recorded your own.
What are the rules on usage?
You are free to use anything in the library in your film as long as you give credit to the Bricks In Motion.com Sound Library (not the specific sound artist) in the credits of your video.
You know what we need? We need some epic trailer music that is royalty free (like this http://www.youtube.com/watch?v=OnIMQElwqUk )

I we take a piece that a composer in the Public Domain made, such as Beethoven, and we alter it, sort of like use it as a base to make a new song, can this be submitted to the sound library?
