Simple, make it suspenseful. You could have a horror movie with no violence, just make sure the audience can fill the violent scenes in their heads.

I'd just like to state that the rule is no excessive violence, not no violence. You may use a certain amount of violence, such as someone being shot or something, but just don't make it silly by putting in screaming and loads of blood. Now of course there are exceptions, for example if you were creating a movie about people killing zombies, then more would be acceptable, because it's killing zombies, not humans. Common sense.

Now of course what you also don't seem to realize is the two theme thing. For those of you who can't think of an idea for the serious horror, there's the comedy thing. Just watch some old horror films to understand. It's not really horror at all, it's just people in costumes - so try and do something of the sort. You may want to put some guy who's haunted by a ghost, and sets various ghost traps, or a couple of kids who go trick or treating to a "witches" house. The possibilities are un-limited really.

So excessive violence is not allowed except when it's against zombies cause they're not humans?

Pretty much. They aren't really living creatures so it doesn't have the same effect as slaughtering humans so to speak, and the same goes for aliens, werewolves, ghosts, the works. However if you're unsure it's better off to ask or stay more to the side of caution. Hope this helps everyone with their entries.
