If you have Photoshop, then you can use our tutorial that is on our site. It also applys to GIMP though, so either way it may be useful.
I use GIMP...
It makes a nice effect.
Quick test on AE (I didn't color it because the background color really kills all of the colors and the glow) . There are some cool folks here that could, possibly, do the effects for you in AE, who knows.
