This is the best I could do, quite small, though.
The eyebrows seem to thick, and can you make the mouth more like a perfect circle, and have no tongue at all, just a black circle.

I guess this is a good place to ask, i printed a decal and it had black dots all over it, iv printed 3 or 4 more times and it's still like that, any ideal how to stop it?
We just bought it a month or so ago, it usually dose it with White dots (i just figured it was bumps in the paper) but theirs a ton more black dots. wost case scenario i try to use Waterside decals (and then they'd look more professional) 
i tried to find some when i was using MS paint to make decals 
but the person at the store was ignorant of what i meant.
Well, just because it's new doesn't mean it's perfect.
Not to bash your printer, (As mine ain't that great either.) but some are made to be good at small pictures and details, and some aren't. The paper won't change anything with the print, it'll only change how you can put it on the figure.
Could you take a picture of the decal on a fig (No need to tape, just lay the fig on the ground) and then post it here?
If the dots aren't that bad, you may be able to get by with those prints.
If you can't do that, and the printer just won't print right, you'll need to get it printed somewhere else.
