If we would like to submit a revised version of our film for judging, after we've submitted our film already, is that allowed, as long as the revised version is the one that's released publicly after the contest ends?

I'm pretty sure you can submit a revised version before the deadline, though. The rule is intended to keep people from sharing an improved version they used extra time to make after the deadline that is different from what is actually being judged, since it could color first impressions by judges who may not have started with the "official" entry version.

Note: I'm not involved with running this contest, so you should probably get some official clarification.

Judging usually begins as soon as the finalized list of films is compiled, and judging is done...when it's done. 
It's getting better and better, so it shouldn't take too long. A couple of weeks, if that, is the new norm.
