It's a turban. A green japanese simian with a turban on his head. Sheesh.
I know what a Turban is (Arabian "hat"), it just looks more like a pot in the cartoon.

I don't think that MD's statement was serious, though.
O god, I remember that show. I had nightmares from it. Funnily enough I liked and stuck with it (although I still remember an episode with a clown, and clowns make me shudder). Good times, good times (and even better now, since I re watched an episode and saw the amount of adult humor the show has).
I am amazed some people dunno who Mojo Jojo is. Amazed and disappointed oh and ^that Samurai Jack pic brings back so many memories... the good old days...

I think I remember seeing an episode involving the green monkey on TV a long time ago. If I remember correctly, that particular episode involved three fairies and a sadistic nerd who strapped a firework to his hamster's back, then flushed it down the toilet causing it to mutate into a gigantic zombie-hamster.
