You should try AVS Video Editor 4. It's free and it's fantastic! It also works for PCs. I'm gonna start using it after Pie Island, but I've been using it to edit little things and it seems like Sony Vegas but for free! :D

I would say Adobe Premiere elements 7.
I found it on Ebay, in a bundle that included PhotoShop,
for around 33.99$. That's mutch better then its original price, 999.99$.

Pinnacle Studio isn't very good. I had Pinnacle Studio 12 on xp (years ago) and it was ridiculously unreliable. Cyberlink power director is good though. It has loads of great features and it is only about £30. I have it and i would recommend it, however I isn't user friendly. All the effects need to be manually tweaked to actually look good. But it does have chroma keying and audio mixing and pretty much everything else you would want from a descent but not amazing video editor. At first you will have to learn how to use it properly, because they do seem to hide most the best features. I am still finding things hidden in the menus that i didn't know it had.

You can burn DVDs and create DVD menus as well, but it is very hardware intensive, so not advisable for old computers. The interface looks nice.
Also non of the pre-sets are any good, if you want to add titles or particle effects your gonna have to do it your self because the ones provided are crap. Oh and there's a particle effect system. You can make your own particles in GIMP or use the ones that you get with it.
If you like complete control then it would be a good buy, if you like stuff to be easy then it's not so great. But i got it for £35 a year ago and haven't regretted it.
Try to find a list of things it does because i can be bothered to explain them all.

There is the *free* Pinnacle Videospin. Worked well, much better then Pinnacle Studio to be honest. Yeah when you get money definitely look into Sony Vegas Platinum.
