A good film is one where the audience can connect to a character or characters in the film. Or a film that is well-written, has little to no plot holes, and is organized in such a manner that it is fun to watch over and over.

Overall though, I'd say it has to mainly deal with what kind of story or film you are going for. If you desire an action film, make one where the action moves the story along accordingly.
