Saran wrap is definitely the base here, but there seems to be several effects on op of that.
First an overlay that adds reflections (both on the water and on the minifigures), might be a video overlay or created using After Effects effects.

We can see part of the mask here under his arm.

And also a some kind of displacement effect to add the ripples, which seems to be animated at a different framerate than the saran wrap.]]></description>
