They are "official LEGO designs", but they have been squished because of the UV maps on the LDD 3D models. I recommend that you take real photos and scans of LEGO parts to get the textures (photos of the heads and legs, scans of the torsos and belts) and analyze them from the brick itself. Also, the LDD textures are very low quality.

Also, since we are talking about examining minifig decals, and the rules of minifigures (sort of), I think that this article may be of interest. It came from a LEGO employee magazine called "LEGO Life" and tells a lot about minifiugresm how to draw them, and about their decal rules:

I would heed this advice. Though, these textures can still be of some use.

If these truly are official LEGO designs, post-production editors and decal printers now have templates that are of exact ratio and size! The LIF Extractor was created by JrMasterModelBuilder from RockRaidersUnited.org. You can see the forum topic here:

However, he was not the first to extract LIFs. There was another game-extraction software before this, but it was more complicated (and didn't pull out all the files in the first place), so that's why the tool was created, to simplify the process (and to get all of the files instead of just some).

Either way, the textures are indeed scaled incorrectly, and are of bad quality. I'm not trying to put a shameless plug in here, but I may as well since I'm this far. I have created a (small) library of digital LEGO textures that are free for anyone to use [i]legally[/i]. They are also vector files (SVG) so they are scalable. Not all of them are top-quality, because some of them are older, but I have been trying to update them and make them good quality.

			<description><![CDATA[This is a dream come true for many of us who love to play with post production in our films. Especially CGI faces. What I have discovered is a directory full of png files of faces, torsos, and other brick skins.

These files have come from the LEGO Digital Designer software- hidden in the Assests.lif file. I used a [url=http://www.mediafire.com/download/mrzsd2ho6iiu3wv/LIF_Extractor.zip]lif extractor[/url], which you can test out yourself if you want to. Inside the assets folder there was another .lif file that needed to be extracted. Once finished, I had access to all of the skins used in the program. All of these files were location in Assets/db/Decorations.

If you want to browse everything else in the assets file, you can download [url=http://ldd.lego.com/en-us/]LEGO Digital Designer (~500 mb)[/url] and the extractor and view it yourself. [b]But to save you time and bandwidth I’ve uploaded the [url=http://www.mediafire.com/download/bkbqk5m5qbzbb6t/Decorations.zip]Decorations.zip to MediaFire (~20 mb).[/url][/b] As mentioned in the title, this contains 1500+ different png files of many different LEGO skins.

However, the files themselves are disproportionate. What I mean is that the face.png files are too narrow, but with some testing I believe that adjusting the horizontal length by 150% is sufficient.

Be aware that the images themselves are small. They are 128x128 pixels, and cannot be used in post-processing right away. They will require being traced as vectors, and if you wish to have facial animations, the phonemes will need to be created as well.

Anyways, here is a small glimpse of what is contained in the folder:
