1) I'm not sure of the exact meaning of the question, but I think you want to animate 15 frames in a second while keeping video at 29.97/30 FPS. If that's correct, this is how it's done, from "The Holding Our Own Guide to Brickfilming":
MAKE THE FRAME RATE WORK FOR YOU

Enter the OPTIONS > PREFERENCES menu and click the EDITING tab. On of the
adjustable entries is “New Still Image Length (In Seconds)”. The default setting
is 5 seconds. Now, if you remained at this setting, every frame of animation you
insert into the timeline will be 5 seconds long. You have better things to do than
resize every frame of animation, especially if you have thousands in total. So, if
you have chosen a frame rate, you replace the 5 seconds default with the reciprocal
of the frame rate. For instance, if your animation is going to be 10 fps, the new
length is 1/10 or 0.1 seconds.

I usually type 0.07 for 15 fps, rounding up from 0.067.
2) You don't need to install QuickTime. You just won't be able to render to .mov format. But it's fine since that's an Apple format and you're avoiding it.

3) I can get back to you with the settings I use to render to a high-quality but low file size .wmv format, the way I rendered back when I used to post to YouTube.

The questions aren't dumb, and you'll probably enjoy Vegas, especially as you beome more experienced with it.
And whooosh just like that I got things settled.

Cept the last one, but you said you would check up on that. But thank you.

I went back a few pages, Searched the inter-webs, Couldn't find the answers so, please answer these nicely.

1. How do I change the FPS to 15 for JUST images, It doesn't screw with videos, but if they are images it will be 15FPS ?

https://imageshack.com/i/j78lgvp

Image is of the settings that adjust all that, I think.

2. I know Quicktime is a requirement, but I have read from multiple sources its only a requirement if you use certain video formats or whatever. I kinda hate everything Apple, So is it needed for Vegas 8 to work?

3. After I start processing the video is there any settings someone can give for compression vs quality, since I am uploading to YouTube, with somewhat decent quality pictures.

Yes I know these were dumb questions, and I have been working more on other software, but settled with Vegas.
