I am desperately in need of help, My computer had to be reset to factory default and I lost all my soy vegas saved files, now

the problem I am having is as I put in each frame individually I just wanted to know how do so for walking, like what is the 

default seconds meant to be when shortning a frame? I knew before my computer messed up, but now its not going as it did 

how can I adjust this?

Any answers would be appreciated having to be with this issue.
