			<content type="html"><![CDATA[do the short on a green screen, cut out his arms after(just make the shots you use have a Transparent Back ground) and depending what program you use you could animate his arms moving up. so as to get the shrug.]]></content>

			<content type="html"><![CDATA[Or you could slide the arms up, and then down. First remove the little nub that connects them to the holes. Then put sticky tac on them, and place them on the minifigs side.]]></content>

			<content type="html"><![CDATA[Well, you can always animate the minifigure extending his arms and then rotating his hands outward, that's always proven effective in my eye.]]></content>
