edit. yea.... i think i'm going to stick with the sqirlz instead og chroma keying the rain in. why? i opened two layers of the rain in sony vegas over the video file and you can still barely see it. here's the result from the green screen: http://www.youtube.com/watch?v=KIsJr1zH-JY

What exactly do you mean by "speed up my .avi files?" Are you saying that the raw footage you imported is sped up when you export? If I had a guess, it's probably due to differences in the framerate (for example, if your raw footage is 15 fps and you're exporting at the standard 29.97 fps, your footage will be twice as fast). Not sure how to change this, as I haven't used Sqirlz in a long time... I'd look around in whatever "settings" or "preferences" menus there are and see if you can find something.

Same thing I tell just about everyone who posts Sqirlz tests: use multiple layers. Right now, it looks like a single, 2D layer of video that you dropped on top of your footage. Use multiple layers, with the ones "further back" intersecting with the ground, more blurry, and with smaller drops. Also, rain almost never blows sideways like that, so unless that's the effect you're going for, I'd have the rain just going straight down. The lighting looked awfully bright for a rainstorm, as well. Not bad for a first effort, but it needs some tweaking.
