There's a multitude of capable programs. Sony Vegas is a popular choice. Pinnacle Studio is another alternative, though its options are somewhat limited. If you've got a little more coin on hand, Adobe Premiere has a number of great features, but in my experience it's a bit buggy. If you're using a Mac, iMovie is simple but works well and usually comes packaged with the computer, while Final Cut is an extremely powerful, albeit pricey, tool that I have been extremely satisfied with. There are some free options, but you get what you pay for... WMM is horrid, and the freeware available usually comes with a limited set of features and an interface less user-friendly than their paid counterparts.
