I have watched the film several times before, and I always thought it was a fantastic film, albeit confusing towards the end. I found a commentary by hali on his website that really cleared up the film for me (I hadn't realized the film was based off of a book until then).

I would really recommend watching the commentary, it provides a great look into the production of the film. You will just need VLC to play it, as I am pretty sure the Real Media Player is useless nowadays.

What Smeagol is so eloquently saying with a single emoticon is that the point is not the animation quality, it's the brilliant plot twist and take of the book Heart of Darkness. Granted the plot is probably much easier understood if you've read the book.

You have put things in context; when Hali made the film, brickfilming itself was still somewhat young (Brickfilms.com was just beginning to gain momentum and Youtube wouldn't launch for another three years). There wasn't an abundance of quality webcams on the market for cheap, and a lot of directors wound up working with the LEGO Studios webcam, which was... not crystal clear, to say the least.

This was also one of his earliest efforts, so it suffers from the same problems that plague most beginner films. Personally I think Good Company was his best work, so you might want to check that out if you're looking for something with better quality.
