			<content type="html"><![CDATA[I had the same issue.
Here's how I fixed it:

Set the project to 30 fps. Import your footage, put it on the timeline. Go to the first frame of your clip. Hit the "Advanced" button in the lower right corner. A pane will open on the right side. On the video track that has the clip, click the button that says "100%" and select "50%" from the drop-down menu that comes up. 
You will notice tthat part of the clip has been cut off. Here's how to get you full clip:
Click on the rightmost part of the clip. Hit the spacebar and hit stop when you see black. Hit the back arrow until the video shows up. Hit the "Join" button, and there you go.

(It might be a good idea to do this in another video track, then drag the clips into the primary video track.)

			<content type="html"><![CDATA[What I've seen done is to use 30 fps, then slow the video down half-way.

			<content type="html"><![CDATA[Well, I just downloaded Lightworks, and it turns out the minimum Frame Rate I can use is 24 FPS.  This is extremely irritating turn of events for me, as I'd hoped to animate at 15 FPS. :mad:   Is there any way at all I can use this program to create 15 FPS films, or has my download been in vain? :|]]></content>
