If you can get your hands on iMovie HD you should be able to import frames at 1/15th of a second, been using that for years. iMovie HD is an old version from around 2006. And you may be able to get it onto your computer for free if you have an older version but I'm not an expert on the matter.
That's funny you mention an older version of imovie. For some reason after I reformatted my mac it wont run ilife that has imovie 11, so ithe only version right my mac will run is imovie 08. Until I can get my hands on a higher version 10.6.
Thanks for the feedback guys.

Dang, I had written a giant post, then I switched tabs and when I came back the page reloaded and I lost it :(
Anyways, basically what had written was that I just did a test where I put some images into iMovie, exported them and then brought the clip back in but sped it up 200%, it looked like 15 fps to me but I'm not sure...
I also said that while GHB's way works, those programs generally don't allow for high quality exports, so instead I prefer to go the QuickTime Pro 7 route, using the "Open Image Sequence" feature. For more info, google it, because I'm too lazy to rewrite everything I had said. :P (and I have to go have dinner now)

This is what I do. I'm assuming you use mac, right? Well, I have downloaded a stop motion frame grabber that let's you import pictures into the program.(unless you use a webcam for capture.) After you have imported the frames, you can easily change the framerate to what you want,(15 fps or higher) and then you can export the clip and import it into iMovie to edit it. Works amazing for me.

I use SAM Animation for this, but another program I have that is free and let's you import frames is FramebyFrame.

You're really hating on Antonio :( what's up with that? (between this and your comment on his other film)

He probably just got the program and didn't know how to use it! Probably before he was working with another program, and wanted help.
That's what this whole community is about, helping others improve...

Edit: also, what shutterbroke said is what I'm referring to, I'm not sure if iMovie has options like that, but it probably does.
