For the shaky cam I'd reccommend physically moving the camera rather then adding an effect in post production. Fancypants made an excellent tutorial on camera movement over on YouTube [url=http://www.youtube.com/watch?nomobile=1&v=tcQIYjQkQhg]here[/url] (the shaky cam segment starts at 3:45)

For the effects I heard [url=http://www.mediafire.com/?newunqejikw]Axogen Compozer[/url] is good but personally I have never used it so I'm not sure if it meets your needs. Oh and [url]http://detonationfilms.com[/url] has a bit of free stock footage.
