			<content type="html"><![CDATA[ForlornCreature's right.  Real Smart Motion Blur seems to be the most popular (though not the cheapest) way of applying motion blur to videos.  Anyways, before I had After Effects, I used Photoshop for all effects, including motion blur.  To apply motion blur in Photoshop, use the polygonal lasso tool to outline the item you'd like to blur (note that the border doesn't have to be perfect).  Right click inside your border and click "New Layer from Cut" or something like that.  Once you've done that, apply the motion blur to your new layer.  I believe it was Filter>Blur>Motion Blur.  Edit the settings to your liking.  Then, once you've done that, duplicate the layer a few times until you cannot see the hole you made in your background image.

			<content type="html"><![CDATA[Well Hazzat, that is a good idea and it probably looks better than any post-production FX, but it might be hard to do that if you were doing for example a dude running. Impossible, I would think.

			<content type="html"><![CDATA[As someone who tries to avoid effects in post-production as much as possible, my favourite way to add motion blur is to just move whatever the moving thing is really fast and take the frame(s) while it's moving. That's what I do whenever the camera swings round really fast (swing the camera round while mashing the "take frame" button) and I believe that's what Quigibo did for the cars at the start of the classic [i][url=http://www.youtube.com/watch?v=EUzgmrg_1aY]People Come in.
