You could name him Richard Pritchard. (I like the sound of that last name. ;) )
As for titles:
The Hero,
Nothin' but Coffee and Doughnuts, (Refering to plesures in his life before the car chase and becoming a hero.)
Unit 4 (That could be his call-sign on the radio.)
The Famous Speed-trap of Walla-Walla,
or The Wonder of Walla-Walla Washington.

I'm sorry if none of those are what you're looking for.
Unit 4 sounds AWESOME!!! That's what I going to name the film :D As for the name, Richard sounds cool, but I think I'm going to name him Peter. But, I'll come up with that on my own.

The Underdog?

"The Rookie" (if the officer is a rookie :D)
You have to decide whether you want your title to have a deeper meaning to the plot. I've been studying screenwriting for over a year and the guy who used to teach us in the very first lecture said that coming up with a good title is sometimes even harder than writing the rest of the screenplay. If you name your film badly nobody's going to watch it. The title has to intrigue the viewer. Some guys don't usually think about it that way and they end up naming their projects stupidishly (yes I just came up with that word  )

Hello, I need some help with coming up with the name of a new protect the I working on. I have not started the script yet, but I have the plot down.

PLOT: This film is about a state patrol officer, that works in Walla Walla Washington. Walla Walla is a small town in west Washington. The officer(lets call him bob) wan't to work in the big city, but is stuck were he is, polling speeders over all day long(and he hates that). Something big happens(like a car chase) were he is the big hero and, I don't know how to end it.

If you think the plot could need some changes, the your free to tell me (like how to end it). If you can come up with a good name the would be awesome :D
