I use Stop Motion Pro's audio sync tool to animate with the frames, so I can have arm movements syncronized wtih the voice.
I flip through the frames so I know what the figure is saying on what frame, and then I edit the image in photoshop.
To know how the mouth is supposed to look like when saying a specific letter, study yourself speaking the words in front of a mirror. Then if you want to, make an exposure sheet to plan your frames before animating.
I used these methods in my video called "Briks vs Chiro".

I think that the best is WITH mouth animation. It's not as hard as many people think, you just have to know how you do it.

Mouth animation is always good, if you make the mouth visually appealing. If it's lets say...just a rigid polygon flashing on and off, then it's a good idea to not use it. Then again, try it anyways, because you will never improve if you never try. I produce mine in Sony Vegas, and it is relatively simple! For a while, I stopped using them, and then now, I'm back. I need to get in 'shape' to get back to how I used to be, but otherwise, :DD
